The Nkulo Community Partnership Trust (the Trust), in strategic partnership with the eMalahleni Local Municipality, officially marked the commencement of the Kwa-Guqa Pipeline Rehabilitation Project during a sod-turning ceremony held at Lynnville Stadium.
The R9.437 million infrastructure initiative will see the construction of a 3-kilometre bulk raw water pipeline serving three wards within Kwa-Guqa. Scheduled for implementation over a seven-month period from August 2026 to February 2027, the project scope includes pipeline construction, pump installation and modifications, as well as the servicing and replacement of critical mechanical valves.
Speaking at the ceremony, Mpumi Sithole, Trustee of the Nkulo Community Partnership Trust, highlighted the broader impact of the investment, she said: “This project represents far more than physical infrastructure; it is a foundational investment in the restoration of health, dignity, and economic potential of the Kwa-Guqa community. By strengthening the local water network in partnership with the Municipality, we are building a resilient foundation for long-term growth and demonstrating how strategic collaboration delivers meaningful progress.”
The project is a direct response to concerns raised by community members regarding ageing water infrastructure and the need for a more reliable and reliable water supply. Once completed, it will significantly strengthen the resilience of the municipal water network, ensuring improved water security for households, businesses and future development within the area. In addition to delivering critical infrastructure, the project has been designed to generate local economic benefits.
The construction phase will create 15 temporary jobs, with work being undertaken by local contractor Shodo Civils, a beneficiary of Thungela’s Thuthukani Enterprise and Supplier Development (ESD) Programme. The appointment of Shodo Civils demonstrates the tangible impact of the Thuthukani programme, which provides participating enterprises with business coaching, structured training and technical support to enhance their capability to deliver complex projects and compete sustainably within the market.
The project will also create subcontracting opportunities for local Small, Medium and Micro Enterprises (SMMEs), particularly in areas such as plant hire, diesel supply and site security services.

Cllr V.J. Nhlapho, Executive Mayor of eMalahleni Local Municipality, emphasised the importance of partnerships in addressing community priorities: “This sod-turning ceremony stands as a clear demonstration of what strategic municipal and community partnerships can achieve. By combining our shared resources and vision with the Nkulo Community Partnership Trust, we are directly addressing critical infrastructure challenges in Kwa-Guqa. Importantly, this project is a direct response to concerns raised by residents regarding ageing water infrastructure and the need for a reliable and sustainable water supply. Through this investment, we are strengthening municipal services, enhancing water security, and creating opportunities for local SMMEs. This is how meaningful development is achieved and how lasting value is created for our communities.”
The project builds on an established partnership between the Trust and the eMalahleni Local Municipality. In 2024, the Trust supported public healthcare delivery through the donation of medical supplies, patient linen and pyjamas to Witbank Tertiary Hospital.
The Kwa-Guqa Pipeline Rehabilitation Project reflects the Trust’s ongoing commitment to supporting community well-being through investments that improve essential services, stimulate local economic development and contribute to sustainable long-term growth.
